§ 97.147 POWERS AND DUTIES.
   (A)   The Gorton Community Center Commission shall have the powers and duties as set forth below. Nothing in this section shall be deemed to delegate any of the City Council’s final decision-making responsibilities regarding the Community Center’s building or operation.
   (B)   The city shall indemnify and defend the Commissioners as officials of the city for all acts and omissions relating to, or that could reasonably be deemed to relate to, their powers, duties and responsibilities under this subchapter.
   (C)   The Community Center Commission shall:
      (1)   Serve as an advisory body to the City Council for the purpose of establishing policies and standards concerning the operation and management of a community building or buildings for the promotion of cultural, recreational and educational activities;
      (2)   Provide counsel and advice to the Executive Director, hired by the City Manager, on the operation and management of the building, grounds and facilities of the Gorton School at 400 East Illinois Road, Lake Forest, Illinois as a public Community Center;
      (3)   Recommend rules, operating procedures and regulations as necessary to implement the purposes and objectives of the Center;
      (4)   Coordinate with any not-for-profit corporation(s) that have the mission of raising funds for the operation and maintenance of the Community
Center in order to ensure that the city receives sufficient funds to meet the expenditures required for the operation, maintenance and improvement of the building and facilities;
      (5)   Assist the Executive Director in the preparation and submittal to the City Council of a comprehensive operating and capital budget in accordance with the city’s fiscal policy and consistent with guidelines governing the other operating departments of the city;
      (6)   Formulate, review and recommend plans for the improvement and maintenance of the building and facilities;
      (7)   Recommend dues, fees and rental rates for programs, activities and entities utilizing the Community Center;
      (8)   Collaborate with users of the Community Center on publicity, marketing and community education regarding the programs, activities and purposes of the Community Center; and
      (9)   Undertake such other matters as the City Council may direct from time to time.
