§ 97.145 CREATION; APPOINTMENT; TERM; COMPOSITION.
   (A)   Creation.
      (1)   There is hereby created a Gorton Community Center Commission.
      (2)   The Commission shall consist of at least seven members, including the Chairperson.
   (B)   Appointment.
      (1)   The Mayor, with the advice and consent of the City Council, shall appoint seven Commissioners.
      (2)   The Chairperson of the Commission shall be designated by the Mayor, with the approval of the City Council.
      (3)   The Mayor shall serve as a non-voting ex officio member of the Commission in addition to the appointed Commission members.
   (C)   Term.
      (1)   The initial terms of four Commissioners shall be one year.
      (2)   The initial terms of three Commissioners shall be two years.
      (3)   All subsequent terms shall be two years.
      (4)   At the expiration of the term of each Commissioner or of each succeeding Commissioner, or in the event of a vacancy, the Mayor, with the approval of the City Council, shall appoint a Commissioner to hold the office for the unexpired term, or in the case of expiration, for a term of two
years, or until the Commissioner’s successor shall have been appointed and qualified.
      (5)   No Commissioner may serve for more than six consecutive years, except those Commissioners first appointed to initial terms of one year may serve for three full two-year terms following such initial appointments.
   (D)   Composition.
      (1)   The Mayor shall appoint Commissioners based upon their knowledge of, interest in, or commitment to cultural, educational or recreational endeavors, or matters relating to the foregoing.
      (2)   In addition, Commissioners shall be residents of the city unless:
         (a)   The Commissioner is a representative of another agency, governmental entity or party with whom the city has a contractual relationship relating to the Gorton Community Center or its operation whose participation will foster cooperation in furtherance of the purposes and objectives of the Commission; or
         (b)   The Commissioner possesses special training or knowledge that furthers the purposes and objectives of the Commission; provided, however, that no fewer than five Commissioners, at any given time, shall be residents of Lake Forest.
      (3)   No Commissioner shall receive compensation for his or her service on the Commission.
