§ 97.130 CREATION; COMPOSITION; TERM.
   (A)   There is hereby created a CROYA Adult Board.
   (B)   The Adult Board shall consist of ten members, including the Chairperson.
      (1)   (a)   The Mayor, with the advice and consent of the City Council, shall appoint seven adult members, and with the advice and consent of the City Council, and in consideration of the recommendation of the CROYA Executive Committee, shall appoint three young adult members.
         (b)   The initial terms shall be: for three adult members, one year; and four adult members, two years.
         (c)   All subsequent adult member’s terms shall be for two years.
         (d)   The terms of the three young adult members shall be for one year.
      (2)   (a)   At the expiration of the term of each Board member or of each succeeding Board member, or in the event of a vacancy, the Mayor, with the approval of the City Council, shall appoint a Board member to hold the office for the unexpired term, or in the case of expiration, for a term of two years, or until the Board member’s successor shall have been appointed and qualified.
         (b)   No Adult Board member may serve for more than six consecutive years, except those Board members first appointed to initial terms of one year may serve for three full two- year terms following such initial appointments.
         (c)   No young Adult Board member may serve for more than two consecutive years.
      (3)   (a)   Members of the CROYA Adult Board shall be residents of the city, unless:
            1.   The Board member is a representative of an agency or governmental entity whose participation will foster cooperation in furtherance of the purposes and objectives of the Adult Board; or
            2.   The Board member possesses special training or knowledge that furthers the
purposes and objectives of the Adult Board; provided, however that no fewer than five Adult Board members shall be residents of the city.
         (b)   No members shall receive compensation.
      (4)   The Chairperson of the CROYA Adult Board shall be designated by the Mayor, with the approval of the City Council.
      (5)   The appointment of representatives of any outside agency or governmental entity to the CROYA Adult Board and the receipt by any outside agency or governmental entity of any benefits or services arising under this subchapter shall be contingent on the existence of a current service contract or other mutual agreement between the city and the aforementioned agencies.
