§ 50.042 ESTABLISHMENT OF RULES AND REGULATIONS.
   (A)   The Director of Public Works shall have the authority to make, establish and enforce reasonable regulations pertaining to the accumulation, storage, collection and disposal of garbage and other refuse, subject to approval of such rules and regulations by the City Council.
   (B)   (1)   Such rules and regulations shall be subject to revision, modification and supplementation from time to time as may be deemed necessary.
      (2)   Such rules and regulations, and any revisions thereof, shall be published in such form as the City Council may direct, and copies thereof shall be filed in the office of the City Clerk and in the office of the Director of Public Works for the use of, and examination by, the public during the regular business hours of those offices.
