§ 97.067 PARKING AT FOREST PARK.
   (A)   (1)   Parking at Forest Park is limited to the beach parking area at the foot of the beach road and the parking lot at the south end of Forest Park. Parking on Forest Park Drive, commonly known as “the Ring Road,” may be authorized as needed by the Superintendent of Parks.
      (2)   The use of all parking areas shall be governed by the provisions of the city code.
      (3)   The beach area shall be opened and closed in accordance with regulations established by the City Manager, and may be closed at such other times as required because of disorderly assemblages or emergency conditions, as determined by the City Manager.
   (B)   Permanent Lake Forest residents who display a current city vehicle license will be authorized to park in the parking areas of Forest Park.
   (C)   (1)   For purposes of this subchapter, the following persons shall be entitled to acquire Forest Park Beach resident parking permits:
         (a)   Lake Forest College students or employees who bear current vehicle license decals;
         (b)   Owners of property within the city who are not city residents;
         (c)   Dependents of permanent city residents, who reside within the city only temporarily during the summer season; and
         (d)   Individuals who are enrolled in summer school sessions at Lake Forest educational institution; and who reside within the city during such period.
      (2)   For purposes of this subchapter, the foregoing persons shall be referred to as temporary residents and shall be authorized to park at Forest Park by displaying on a vehicle a Forest Park Beach resident parking permit.
   (D)   All persons who do not maintain permanent residence within the corporate limits of the city (except temporary residents as described in division (C) above) shall be considered to be nonresidents, and shall be required to display on the vehicle a Forest Park Beach nonresident parking permit before parking will be authorized.
   (E)   Parking permits may be obtained upon payment of fees reflected in the fee schedule. No senior discount will be granted.
