The Director of Parks and Recreation shall prescribe and publish rules and regulations governing proper control and operation of the public parks of the city and from time to time alter, amend and supplement such rules and regulations as he or she shall see fit; and such uniform rules and regulations shall be binding and shall be filed for use and examination by the public in the office of the City Clerk.
