(A) It shall be the duty of the Director of Parks and Recreation to manage, protect, improve, beautify and control the public parks in the city, subject to the direction of the City Manager and the City Council, and to enforce all ordinances pertaining to trees, plants and shrubs in or on any public street, alley, parkway or other public place in the city excepting in any area specifically designated to be under the jurisdiction of some other agency of the city, state or federal government.
(B) He or she shall take all appropriate measures toward the prevention and suppression of tree and plant diseases, and shall cooperate with the residents of the city to aid in the prevention and suppression of tree and plant diseases, and to promulgate the proper planting and care of trees and shrubs throughout the city.
