(A) No person shall perform repairs of any kind to any vehicle, watercraft, or trailer in a public park or parking lot, except minor emergency repairs necessary to remove such vehicles therefrom.
(B) Nor shall any person grease, wash or change the oil in a vehicle in a public park or parking lot.
