§ 50.036 SUPERVISION ENFORCEMENT.
   All garbage or other refuse collected, conveyed and disposed of by the city shall be collected, conveyed and disposed of under the direction and supervision of the City Manager or the Director Public Works as the City Manager’s designated representative. The City Manager shall have the authority to make regulations concerning the days of collection, type and location of waste containers and other matters pertaining to the collection, conveyance and disposal of garbage as he or she shall find necessary, and to enforce such regulations; and to change and modify regulations after notice as required by law, provided that such regulations are not contrary to, or inconsistent with, the provisions hereof, and shall be approved by the City Council.
