All garbage or other refuse accumulated in the city shall be collected, conveyed and disposed of by the city, or by persons authorized and licensed by the city to perform such collection, conveyance and disposal service. No person shall collect, convey over any of the streets or alleys of the city, or dispose of, any refuse accumulated in the city without being licensed and authorized to do so by the city.
