(A) The Health Officer or Deputy Health Officer is charged with the enforcement of this subchapter, and he or she or his or her authorized representative may enter upon private property at all reasonable hours for the purpose of inspecting such premises for the presence of rats as described herein.
(B) It shall be unlawful for any person, firm or corporation to prevent such Health Officer or his or her duly authorized representative from entering upon private property for the purpose of carrying out his or her duties hereinafter, or to interfere with such Health Officer or his or her authorized representative in the lawful performance of his or her duties under the provisions of this subchapter.
