No license shall be issued, take effect or remain in effect unless the ice vending machine and the maintenance thereof shall conform to the ordinances and regulations of the city and to the recommendations of the Public Health Service of the United States Department of Health, Education and Welfare as set forth in Public Health Service Publication No. 546 (1957) and of the Health Department of the county.
