(A) The fee for any license issued hereunder shall be as set out in the fee schedule for each machine for each license year or any fraction thereof, provided however, that no fee shall be due from any person holding a valid food store license issued by the city.
(B) Each license year shall commence on May 1.
(C) No refunds or pro-rations shall be made on any license issued hereunder and no license shall be transferable to any other person or machine.
(D) No license shall be issued to any person, firm or corporation who is not in compliance with the ordinances of the city (other than traffic ordinances) or who is in default in any payment to the city.
