Every person who uses, produces, transports or stores hazardous materials or toxic substances at a location within the city shall provide the Fire Chief of the city with all information concerning the use, production and storage of such materials which such a person is required to provide a local fire department under all governing laws and regulations enacted or promulgated from time to time by either the state or the United States of America and departments thereof.
