Any person who uses, produces or stores hazardous materials at a location within the city shall be assigned a hazardous materials transportation route after he or she has submitted a request for such a route to the City Fire Department on a form provided by the Fire Department. Upon receipt of such a request, the Fire Department shall assign to such a person, a route which, in the judgment of the Fire Department and all other interested departments, is consistent with and implements the purpose of this subchapter.
