§ 50.072 NUISANCE.
   (A)   The actual or threatened discharge of hazardous materials within the city is hereby declared a nuisance.
   (B)   The actual discharge of hazardous materials outside the corporate limits of the city which permeates or discharges into any portion of the city is hereby declared a nuisance.
