§ 150.386 SANITARY SEWER SPECIFICATIONS.
   (A)   (1)   Sanitary sewers installed from the public sewer to the building drain, shall be constructed of the following materials:
         (a)   Four inch service weight cast iron with joints as described in § 150.387;
         (b)   Six inch diameter extra strength clay sewer pipe conforming to the standards set forth under ASTM Designation C-200 (C700/78a). The joints shall conform to ASTM Designation C425-64;
         (c)   Six inch diameter PVC SDR 26, sewer pipe, ASTM Designation D3034/80; or
         (d)   A three-inch bedding of sand, shall be placed in the ditch prior to the placement of any sewer pipe.
      (2)   Exception: Cast iron sewer pipe.
   (B)   All sewers shall be run on a straight line from the public sewer to the waste connection. If conditions are such that it is impossible to make the straight line connection, a manhole shall be constructed at each 90-degree turn or combination of bends totaling 90 degrees. The Director of Community Development may, if in his or her opinion, the sewer depth is inadequate to properly install a manhole, permit the installation of a T-fitting with extension to grade and terminated with a cleanout ferrule at each 100 feet. The cleanout fitting shall be of service weight cast iron pipe.
      (1)   Sewer lines exceeding 200 feet in length shall have a manhole constructed every 200 feet.
      (2)   Transition from clay to cast iron pipe shall be made by a band seal rubber adapter conforming to the specifications set forth in ASTM Designation C-594.
      (3)   Bell and spigot sewer pipe shall be installed with the bell or hub end of the pipe directed upstream.
   (C)   A connection shall be made to the city sewer only at the sewer stub or wye provided. If a sewer stub or wye is not provided, the Director of Community Development shall require the connection to be made into an available manhole or may permit the sewer to be tapped by means of an approved saddle or collar.
      (1)   An authorized designee of the Director of Community Development shall be present when a sewer is tapped and shall witness the installation of the approved saddle or collar.
   (D)   Manholes.
      (1)   Manholes built on private property shall be constructed of precast reinforced concrete or segmental concrete block with four inch thick concrete bottom. The joints of segmental block and entire interior and exterior wall shall be properly plastered so as to make the manhole water-tight.
      (2)   Manholes shall be not less than three feet inside diameter with a solid cast iron cover and ring weighing not less than 150 pounds installed at finished grade.
      (3)   Manholes greater than four feet in depth shall be provided with cast in steps.
      (4)   Manholes in drives or other traffic areas shall be provided with solid covers and rings weighing not less than 300 pounds.
      (5)   All manhole lids shall be brought up to the finished grade for ease of servicing and to prevent the infiltration of ground water into the sanitary sewers.
   (E)   Sewer trenches which have been dug too deep shall be filled with a bedding of sand to the proper grade.
   (F)   All sewer ditches under driveways shall be backfilled with granular material.
   (G)   Bell holes shall be provided at each joint of bell and spigot pipe.
   (H)   All building drains and sanitary sewers shall be installed a minimum of 42 inches below grade.
   (I)   A soil testing report may be required for any sewer trench bottom that in the opinion of the Inspector, would not support the installation of a sanitary or storm sewer.
   (J)   Sanitary sewer line replacement or lining.
      (1)   For purposes of this division (J), the term DEMOLITION or any variant thereof shall mean any act or process that:
         (a)   Results in the removal or destruction of a building or structure, in whole or in part, to the extent of either:
            1.   Fifty percent of its floor area;
            2.   Fifty percent of its volume; or
            3.   Fifty percent of its replacement cost value as existed prior to the commencement of such act or process.
         (b)   Results in the removal or destruction, in whole or in part, of any foundation, exterior wall, load-bearing wall or roof of a building or structure (excluding the replacement of roof sheathing); or
         (c)   Renders the building or structure uninhabitable or unsafe for human occupancy.
      (2)   Whenever any building or structure is demolished and proposed to be replaced by the property owner with a new building or structure or an addition to the building or structure remaining after such demolition, the property owner must, prior to commencement of construction on any such replacement building or structure:
         (a)   Provide the city with a certification from a licensed professional engineer or a licensed plumber, and such other supporting information as
may be requested by the Director of Community Development, that the existing sanitary sewer line servicing the property is in a satisfactory condition for reuse; and
         (b)   Obtain the acceptance of the Director of Community Development of such certification based on the Director’s review of the certification and supporting information.
      (3)   In the event that the Director of Community Development does not accept the existing sanitary sewer line as being in a satisfactory condition for reuse, the property owner shall be required to replace the sanitary sewer line in its entirety, and in the same location as the existing sanitary sewer line, unless otherwise directed or permitted by the Director of Community Development; provided, however, that the property owner may request, and the Director of Community Development in his or her sole and absolute discretion may authorize, the lining of the sanitary sewer line.
      (4)   The Director of Community Development shall have the authority to promulgate appropriate regulations and standards to effectuate the provisions of this division (J).
