§ 10.03 WHEN RULES OF CONSTRUCTION SHALL NOT APPLY.
   The rules of construction set forth in § 10.02 shall not be applied to any chapter or subchapter of this code which shall contain any express provision excluding such construction, or when the subject matter or context of such chapter or subchapter may be repugnant thereto.
