There is hereby created a Board of Trustees of the Police Pension Fund of the city for the administration of such Fund and such Board of Trustees shall be composed of five members, two of whom shall be appointed by the Mayor and two of whom shall be elected from the regular police force by the active members. The fifth member shall be elected by and from among the beneficiaries of the Fund. The successors to any of the appointed members of such Boards shall serve for two years each or until their successors are appointed and qualified.
