§ 34.051 POWERS OF MAYOR.
   Whenever the Mayor determines that an emergency as defined in § 34.050 exists, the Mayor shall have the extraordinary power and authority to declare by executive order the existence of a state of emergency, provided however that the Mayor shall not exercise such extraordinary power and authority until after his or her signing, under oath, a statement finding that a civil emergency exists, setting forth facts to substantiate such findings and describing the nature of the emergency.
