(A) On property located along expressways, major arterial streets, railroads and other nonresidential land uses, noise abatement berms, a buffer of natural vegetation or a fence or wall of sufficient size shall be detailed in the plans.
(B) The city shall consider the method of the noise abatement proposal in the context of the character of the neighborhood.
