Within 30 days after the vacation of any buildings, shop, store, space, development or portion thereof, the owner shall remove or cause to be removed all obsolete signs. If such signs are not removed within the 30-day time period, the city may have such signs removed at the expense of the owner of the property. A lien will be placed on the property for the full cost of such action, including administrative, legal and overhead charges.
