If the city shall find that any sign is unsafe or insecure or is a menace to the public, the city may require the occupant and property owner to repair or remove the sign, or the city may, at its own discretion, remove or repair the sign immediately, with written notice to the occupant/property owner at the expense of the property owner. A lien will be placed on the property for the full cost of such action including administrative, legal and overhead charges.
