§ 153.03 PRIOR RIGHTS, ACTION OR CAUSES.
   Nothing contained herein shall affect any rights, actions or causes of action which shall have accrued to the city prior to the effective date of this chapter under any ordinance in effect immediately prior to the effective date of this chapter.
