§ 150.536 CRITERIA FOR DETERMINING PUBLIC WORKS DEPARTMENT IMPACT FEE.
   (A)   The cost per capita methodology shall govern the calculation of public works development impact fee. The cost per capita calculation is determined by obtaining the quotient of the following:
      (1)   The approved current fiscal year’s operating costs for the city’s Public Works Department:
      (2)   Divided by the current census population of the city, which equals the average cost per resident. This number:
      (3)   Will be multiplied by the most current version of the Table of Estimated Ultimate Population Per Dwelling Unit.
   (B)   This derived value will represent an estimate of the impact of the proposed residential development on public works services and facilities.

Formula
Approved fiscal year operating year budget = Average cost per resident census population
Cost per resident x Table of Estimated Ultimate Population Per Dwelling Unit = Public works service impact fee
