(A) The cost per capita methodology shall govern the calculation of police development impact fee. The cost per capita calculation is determined by obtaining the quotient of the following:
(1) The approved current fiscal year’s operating costs for the Police Department:
(2) Divided by the current census population of the city, which equals the average cost per resident. This number:
(3) Will be multiplied from the most current version of the Table of Estimated Ultimate Population Per Dwelling Unit.
(B) This derived value will represent an estimate of the impact of the proposed residential development on police services and facilities.
