Every permit for the construction of a drive approach shall be subject to the condition that the owner of the property served by such drive approach will, at his or her own expense, remove such drive approach and construct or restore the curb, parkway, sidewalk and street gradient upon a change from the use which necessitated the existence of such drive approach, or the abandonment of the use of such drive approach.
