§ 150.482 PERMIT; REQUIRED.
   (A)   No person shall hereafter construct, reconstruct, build, establish or maintain any drive approach over, across or upon any portion of a public curb, parkway or sidewalk without first having obtained a permit for the drive approach from the Office of the Director of Community Development.
   (B)   In cases where a drive approach permit is requested for other than residence or general residence zoned districts, authorization for issuance of a permit and stipulation as to specifications for drive approach construction shall be approved by the City Council.
   (C)   A plot plan showing the grade and location of the proposed drive approach shall be submitted to the Office of the Director of Community Development with an application for a permit.
   (D)   The Director of Community Development shall have the authority to issue temporary drive approach permits for construction purposes if the use of the existing drive approach would create excessive damage to private property, endanger underground utilities, or make a difficult circuitous route for the purpose of delivering material or equipment to the job location. The temporary drive approach permit may be issued upon payment of the required fee and deposit to assure restoration of the public property. The cash bond shall be returned to the depositor upon restoration of the public property to its original condition.
