(A) The Board of Fire and Police Commissioners shall exercise such powers in appointing, promoting and disciplining sworn officers and sworn members of the Fire and Police Departments and shall exercise such other and further powers as are granted by statute.
(B) Notwithstanding the foregoing, the Board shall not have any such power with respect to the Chief of Police or the Fire Chief or other appointed positions within the Police and Fire Departments.
(C) The Board shall have power to make rules appropriate to carrying out its statutory and ordinance powers not inconsistent with the city code, but no such rule shall be made to govern the operation of the Police or Fire Departments or the conduct of its members.
