The fee for registration as an electrical contractor or electrical contractor limited shall be as set out in the fee schedule, per annum, which sum shall be paid by the applicant to the city in advance upon filing the application. The certificate of registration issued thereunder shall expire on December 31 of the year in which it is issued. When an initial application for registration is filed after the beginning of a license year, the fee to be paid for registration shall be reduced in proportion to the number of full calendar months which have expired in the license year prior to the issuance of the license.
