It shall be unlawful for any person, firm or corporation to engage in the business of electrical contractor or electrical contractor limited, without being registered as a electrical contractor or electrical contractor limited in the manner hereinafter set forth; provided however, that if such person, firm or corporation is already registered for the current year in another city or village which has an active Electrical Commission within the state such contractor shall not be required to be registered or to pay a registration fee for such year in this city.
