The Chief of Police shall be the keeper of the jail, and shall have custody for the city of all persons incarcerated therein. He or she shall keep such records and make such reports concerning the functions of his or her Department as may be required by statutes or by the City Council. During the absence or inability of the Chief of Police to carry out his or her duties, the Acting Chief of Police shall have all the duties of the Chief of Police.
