§ 150.154 JOB SITE REQUIREMENTS.
   (A)   Whenever a building, plumbing, electrical, heating or razing permit is issued for construction of a new building, remodeling or alteration of an existing building, sanitary facilities shall be available to all personnel associated with such activity and maintained in proper operating condition until a certificate of occupancy or a conditional certificate of occupancy is issued. For those jobs where certificates of occupancy are not required to be issued, the sanitary facilities shall be available until a final inspection is completed and approved.
   (B)   The sanitary facilities shall consist of an operating permanently installed toilet or a portable toilet available from a city licensed provider.
      (1)   Toilets shall be completely enclosed for privacy and shall be weatherproof.
      (2)   Toilets shall not be located on public property.
      (3)   Toilets shall be located within ten feet of the front of the building and shall not be closer than ten feet from any side lot line.
   (C)   Whenever a building, plumbing, electrical, heating or razing permit is issued for construction of a new building, remodeling or alteration of an existing building, a dumpster shall be provided on site and shall be available to all personnel for disposal of any trash associated with such activity until a certificate of occupancy or a conditional certificate of occupancy is issued. For those jobs where certificates of occupancy are not required to be issued, the dumpster shall be available until a final inspection is completed and approved.
   (D)   The dumpster shall be obtained from a city licensed scavenger only.
      (1)   Dumpsters shall not be located on public property.
      (2)   Dumpsters shall not be located closer than five feet from any lot line.
      (3)   Dumpsters shall be provided with a covering to prevent the scattering of trash by wind or vandals.
   (E)   The Director of Community Development or his or her authorized designee shall have the authority to modify the provisions of divisions (A) through (D) above when existing conditions prevent full compliance with the foregoing.
