§ 150.142 INSPECTIONS.
   (A)   The Director of Community Development shall inspect or cause to be inspected, all buildings or structures which are being constructed, repaired, altered, remodeled or razed.
   (B)   It shall be the responsibility of the contractor to request and receive approval of the following work before proceeding to the next phase of new construction.
   (C)   The contractors shall call for the following inspections and have a representative at the site during the inspections:
      (1)   Excavation, footing or piers;
      (2)   Foundation, waterproofing and Draintile 1 (before gravel), tile only;
      (3)   Draintile 2 (after gravel), window riser/grates and dampproofing;
      (4)   Plumbing ground work;
      (5)   Rough plumbing;
      (6)   Water lines;
      (7)   Rough electrical;
      (8)   Rough heating, duct work;
      (9)   Steel and rough framing;
      (10)   Insulation and draftstopping;
      (11)   Sanitary and storm sewer/water service;
      (12)   Masonry firebox/fireplace;
      (13)   Masonry chimney;
      (14)   Electric service/furnace;
      (15)   Air conditioning unit with disconnect; and
      (16)   Final inspection and bond refund.
   (D)   An original survey prepared by a registered state land surveyor, shall be submitted to the Department of Community Development for review and approval, immediately after the installation of the foundation. No construction activity shall proceed, until said survey has been reviewed and approved by the Department of Community Development. The survey shall indicate all property lines, easements, top of foundation and all building lines of record. The survey shall also indicate the legal description of the premises, be drawn on paper not smaller than 14 inches by 18 inches, to a scale of not less than 30 feet to the inch and shall describe to the nearest one-tenth foot, the size, shape and location of each structure on the premises.
   (E)   (1)   When a permit is issued for the remodeling, repair or alteration of any building, the Director of Community Development or his or her designee, shall advise the contractor in writing of inspections required for the particular work involved.
      (2)   The contractor shall then be responsible to request inspections and receive approval of each phase of construction.
