It shall be the duty of the Director of Community Development and he or she shall have the authority to:
(A) Enforce all ordinances, rules or regulations pertaining to buildings or structures, their construction, alteration or repair; all ordinances, rules or regulations pertaining to the installation, alteration or repair of any system of drainage, sewerage, sewage disposal and plumbing in any building or structure, or on any premises, in the city; all ordinances, rules and regulations pertaining to the installation of sanitary and storm, water sewer connections from any building, structure or premises to any sewer or drain; all ordinances, rules and regulations pertaining to the installation of heating equipment, oil burners, fuel tanks, oil tanks, gas and gasoline tanks, ventilating and air conditioning equipment; all ordinances, rules and regulations pertaining to street openings, street obstructions, driveways and signs; all ordinances, rules and regulations pertaining to the installation, alteration and use of electrical wiring and equipment;
(B) Enforce all ordinances, rules and regulations pertaining to zoning. The Director of Community Development is hereby designated as enforcing officer of the city zoning ordinances of 1923, as amended;
(C) Enforce all ordinances, rules and regulations pertaining to dangerous buildings or structures;
(D) Supervise and direct the activities of such building inspectors, plumbing inspectors, electrical inspectors and other assistants who may, from time to time, be employed by the city to assist him or her in the performance of his or her duties;
(E) Inspect, or cause to be inspected, all buildings, structures or equipment being erected, altered, repaired or installed, as frequently as may be necessary to ensure compliance with the city ordinances, rules and regulations;
(F) Maintain liaison with the City Surveyor and Engineer in order that he or she may be informed concerning the installation of improvements and utilities throughout the city, and that the Engineer may be kept informed on proposed new developments with reference to building and zoning; and
(G) Prepare the necessary documents and exhibits in connection with hearings before the Plan Commission and the Zoning Board of Appeals, and to be present at all hearings before that Board, unless excused therefrom.
