The Public Engineer shall perform all duties and possess all the powers provided for in the Act of the General Assembly entitled, “An Act Concerning Local Improvements,” approved June 14, 1897, as amended, or may be given by any other statute or ordinance. The aforementioned act is hereby adopted by the City, and all local improvements to be paid for by special assessments or special taxation shall be completed in compliance with the provisions thereof.
