§ 118.140 GRANT OF AUTHORITY REQUIRED.
   It shall be unlawful for any person, firm or corporation to operate a motor bus not operating as a public carrier under the laws of the state along or upon any public way of the city for the carriage of passengers for hire, indiscriminately accepting and discharging such passengers as may offer themselves for transportation, along the course on which such motor bus is operated without first having obtained a specific grant of authority to do so by the City Council designating the routes and fixing the terms and conditions under which such motor bus may be operated.
