The authority will review annually and not less than biennially the wastewater contribution applicable to each user and user classes, the total operation and maintenance costs of the wastewater treatment system and works, and the current approved sewer service charge system, and the charges defined/described in §§ 52.03 to 52.17. The intent of the review is: to maintain proportionate distribution of the O&M costs among all users and user classes; to generate sufficient revenues to fund all O&M/R costs at treatment system and works; and apply excess revenues collected through the user rate schedule of charges, attributable to the operations and maintenance portion of the charges, and adjust that portion of the charges the following year for all classes of users.
