If the comprehensive plan recommended by the Board and adopted by the Indiana Public Defender Commission establishes a public defender's office, then employment as deputy public defenders shall be offered first to those serving as public defenders in the Superior Court of Lake County, Criminal Division, at the time the comprehensive plan takes effect.
