(A) The Lake County Council finds that the establishment of a county government agency and board to coordinate the operations of the various data processing systems in Lake County is necessary for the economic welfare of the citizens of Lake County, Indiana.
(B) The Lake County Council has been given jurisdiction over the County Data Processing Agency pursuant to I.C. 36-1-3.5-5(b)(4).
(C) The Lake County Council by authority granted by I.C. 36-2-3.5-5(b)(6) creates the Lake County Data Processing Agency to coordinate the operations of the various data processing systems in the county, and to develop consistent policy and to promote economic, effective, and integrated data processing services, operational security and adherence to the principles of the code of fair information practices in Lake County.
