(A) The Administrator, with the approval of the Board, shall establish a classification of positions for the County Public Works Department employees. For each position established, the Administrator, with the approval of the Board, shall set reasonable standards of qualifications and fix the prerequisites of training, education, and experience.
(B) The Administrator, with approval of the Board, has the authority to set standards, policies and procedures, rules, and regulations in prescribing conduct, performance, and duties required of personnel.
