(A) A County Public Works Department is established in the county. The personnel are employees of the county, and the Administrator, with the approval of the Board, shall assign their duties according to law.
(B) The expenses of the County Public Works Department are a part of the Board's budget. The Board may recommend the number and salary of the personnel, but the county fiscal body shall determine the budget and salaries.
(C) The county shall furnish to the Department the supplies, equipment and other items needed for the performance of the Department's purpose.
