§ 114.05 PARKING.
   Definite parking areas must be established in cooperation with the Lake County Police Department to accommodate any outdoor event. Residential streets shall not be used for parking for an outdoor event, unless permitted by the Chief of Police of Lake County.

§ 114.06 SECURITY.
   All outdoor events shall be required to provide security for the event. The amount and degree of security shall be determined by the Chief of Police of Lake County.

§ 114.07 INSURANCE.
   Any sponsors or operators of an outdoor event shall be required to show proof of financial responsibility in the form of liability insurance to cover injury to person or property of not less than $1,000,000 in respect of bodily injury or death to any one person and not less than $3,000,000 in respect of any one occurrence or accident and not less the $100,000 for property damage. No permit shall be issued until the proof of liability insurance is submitted with the application for permit.

§ 114.08 ELECTRICAL/FIRE INSPECTION.
   Any sponsors or operators of an outdoor event shall be required to have an electrical and fire inspection by Lake County prior to the commencement of the outdoor event.

§ 114.09 APPLICATION FOR PERMIT.
   Applications for permits contemplated under the provisions of this chapter shall be made upon the forms prescribed by the Board of Commissioners of Lake County and shall be filed with the Clerk of Lake County, Indiana. Each and every such application, except applications of not-for-profit associations or organizations, shall be accompanied by a filing fee in the amount of $100, which fee shall be paid to the Clerk. Such application shall be filed not less the ten days prior to the meeting of the Board of Commissioners of Lake County, Indiana, at which time the same is to be considered and granted or denied. The Clerk-Treasurer shall furnish copies of the application to the Police Chief and each member of the Board of Commissioners of Lake County, Indiana.

§ 114.10 ISSUANCE OF PERMIT.
   In the event that the Board of Commissioners of Lake County, Indiana, shall grant the application and direct the Clerk to issue the permit, the Clerk of Lake County, Indiana, shall thereupon issue a permit to the applicant upon a form prescribed by the Board of Commissioners, consistent with the provisions of this chapter.

§ 114.11 PRIVATE BLOCK PARTIES; ALCOHOL.
   This section applies only to block parties held and sponsored by private individuals when a street or road under the jurisdiction of Lake County is requested to be closed and where any beer and/or liquor will be dispensed or served. The following provisions shall apply:
   (A)   A request on the form set forth in Appendix A to this chapter as a special event permit application shall be submitted at least seven days prior to the event.
   (B)   If any beer and/or alcohol is dispensed the sponsor of the block party shall assume the liability for any consequences if any person or property is damaged as a direct result of the sponsor's permitting the service of any beer and/or liquor by any participant who resides on the block and/or comes to the block party as a guest.
   (C)   If there is any outside music, loud speakers, or any other form of amplification of any music, this must terminate at 10:00 p.m.
   (D)   The Lake County Highway Department shall provide gates to assist in blocking off the residential area for the block party.
   (E)   Although there is no requirement under this chapter to provide security for the event, the sponsor is encouraged to provide such security so as to provide a means of on sight control should any problems arise.
   (F)   The participants are responsible for ensuring proper electrical wiring and that they have available one or more fire extinguishers should there by an outbreak.
   (G)   The permit for a block party shall be issued directly by the Board of Commissioners of Lake County.
   (H)   The provisions of § 114.12 do not apply to a block party.
   (I)   The application will require only the signature of the Commissioner who represents the district in which the block party is to be held.
