(A) The Commission shall:
(1) Submit a report to the County Commissioners and to the County Council before February 1 each year on the prior year operations of the Department that is established under this subchapter.
(2) Recommend to the County Commissioners and to the County Council before February 1 each year what is needed to improve the Department’s operations.
(B) The Commission shall provide the County Commissioners and the County Council any necessary documents to keep the two bodies informed.
