§ 31.247 ORGANIZATION OF BOARD.
   The Board shall consist of three members appointed as follows:
   (A)   One member of the Board of Commissioners or its nominated representative;
   (B)   One member of the Council or its nominated representative; and
   (C)   One taxpayer appointed by the Council with approval of the Board of Commissioners.
