(A) The Health Officer shall refuse to issue a license for a new swimming facility or a swimming facility that has undergone a major alteration prior to the Illinois Department of Public Health conducting an initial inspection.
(B) The Health Officer shall conduct an inspection at a new public bathing beach that has not undergone construction or major alteration, to determine compliance with the provisions of this chapter, the Illinois Swimming Facility Act and the Illinois Department of Public Health Swimming Pool and Bathing Beach Code prior to the Health Officer issuing a license.
