If any provision of this chapter or the application to any person or circumstances is held invalid, such validity shall not affect other provisions or applications of this chapter, which can be given effect without the invalid portion or application, and to this end the provisions of this chapter are declared to be severable. Should any section, clause, or provision of this chapter be declared by a court of competent jurisdiction to be invalid, such decision shall not affect the validity of the chapter as a whole, or any part thereof, other than the part so declared to be invalid.
