Water service will not be turned on into any house or private service pipe except upon the order of the director of public works, or someone duly authorized by him, nor until the said return has been made and the permit fee and any charges for tapping or meters or parts shall have been paid. A charge as set out in section 1-12-3 of this code, under the category "user charges and connection fees", shall be made for turning on water into any house or private service pipe.
