A charge shall be made for the usage of water during the period of construction. Contractors shall install all temporary meters under the supervision of the building commissioner or his duly authorized representative. Costs for water used during construction shall be as set out in section 1-12-3 of this code, under the category "user charges and connection fees", for all water used or consumed in any manner.
