Any person violating any of the provisions of this chapter shall be fined not less than the amount set out in section 1-12-3 of this code nor more than the maximum provided in section 1-4-1 of this code for each and every offense, and each day any wagon or vehicle is used upon the streets, alleys or avenues of the village without having procured a license and without having complied with the provisions of this chapter shall be considered a separate and distinct offense.
